Friend of mine was 19-year old, full-time student in high school last year, single, working income around $7000, will he be entitled to working income tax benefit?

Found related information below on CRA website:
You are not eligible for the WITB in 2010 if:You are enrolled as a full-time student at a designated educational institution for more than 13 weeks in 2010;

Is high school a designated educational institution?
