U will have to pay cash advance fee($2-3) + interest (around 18-20%/year on the amount u withdraw), which is several times more than bank service fee.

Never ever do that!

if i pay it with my bank card, my balance will drop down to the bank's limit of $1500, the bank will charge the service fee for one month. it will reach more than $18.

I thing if you need to pay $2000, you will definately have a way to pay it using credit card, especially for tuition fees. CHeck with your school.

interest each day from the day you withdraw: $2000x18%/365=$0.99/day

If your school allow you to use credit card to pay the
tuition, just use your credit card even if your limit
is 1000.
coz you can deposit another 1000 into your credit card
then you will have 2000 credit and pay the tuition.
of course the credit card company will much welcome
you to use cash advance. you would pay high interest
and they are just smiling.
if you are not in a hurry, never withdraw cash from CC.
