1. just send them a cheque of that bank you'd like to link
2.you can use telephone banking or internet banking to transfer the fund, both of them are 24H/7D .
if your money is in GIC(定期的), you must take them out of GIC from your bank, I guess that GIC rate is lower than 2.25%, if not, you should choose the higher one. another concern is that some GIC can be taken out anytime, some not. you'd better check the document of that GIC or ask your bank.

听说互相转帐,不同的银行会有费用产生, 有哪位是BMO户口和ING连的, 我想问:如果从BMO的支票转钱到ING户口,ING说是不用手续费, 但BMO会收手续费吗?

the service fee depends on the bank you are using. I know BMO normal has limited time of transactions per month, if over limited, will charge you about 0.5/time.
why don't you use PC financial, no-limited transaction time and personal chque. many local person in my company use that.
I already used that 2 months after my landing , very good for new immigrant.

令人心酸的中国“农村义务教育”

这些年来，每次回国商务和探亲时，都忘不了到各地农村、边远山区和少数民族地区去看看，最牵肠挂肚的就是“农村义务教育”普及的情况DD可是，每次看到那些惨不忍睹的情景，都令我心酸落泪不已，时常扼腕叹息，夜深人静时更禁不住仰天长啸。

自从九五年中国召开“科教兴国”大会以来，中央每隔几年都召开类似的“尊师重教”会议，信誓旦旦要增加教育经费、“普及农村义务教育”。二０００年更订出 “四年目标”：把教育经费提高到４％以上DD后来当然没有达到便没下文DD到了二００三年两会期间，国务院又说将分五年逐步完成“农村免费义务教育”。


“农村义务教育”现状触目惊心

但是，我在农村看到是完全是另一翻情景。不仅在西部，即使在河北、山东、安徽、浙江、广东等富裕地区的农村，近年来“义务教育”也没有多少改善。

在农村，我看到的中小学通常只有一、两栋普通砖房做教室，因门窗太小导致室内灰暗（学校说为防盗），桌椅板凳残缺不全，很多学校两个不同的班级同在一间教室；教师多数都是当地初中高中毕业的农民，正规师范毕业的教师很少DD教育质量可想而知。

通常，一个有百多名学龄儿童的村子，大约只有六、七十名孩子能够在校读书，一般孩子读到小学四、五年级时就开始辍学，能读到小学毕业的只有五、六成左右；在多数地区，从初中开始孩子们都要到很远的地方去读书，有的则必须住在学校DD那情况就更糟了，有的一条通炕上睡七八个孩子，寝室内总是充满了尿骚味；孩子们每星期回家一次，返校时带回五天吃的干粮和咸菜DD很多孩子营养不良。所以，能够初中毕业的只有三、四成，高中毕业并能考大学的只占一、两成而已。

我与很多孩子、老师和当地农民家长交谈过，发现他们的理由是多方面的：孩子们最常见的说法是“学习不好，跟不上班就不去了”；家长们实话实说：“读书有啥用？花那么多钱，考上大学也读不起”；老师们则抱怨：“主要是学校条件不好，师资太差，考不过城里学生”。也有一些条件好的家庭，便把孩子送到城市读书，但那是少数。

其实，孩子们辍学的最根本的原因就是教育经费问题。当地农民每年每个学童的“学杂费”和买书本、教材和文具，就交数百元到上千元DD这占他们收入的一多半，有些家庭甚至倾家荡产也交不起。正如时常占据海内外媒体头条的醒目报道那样：有很多贫苦孩子和家长，因交不出学费而自杀了。

在山东，我与一个老校长兼教师谈了很久，他说：这些年来我每天都读报，中央、省里对“农村义务教育”三令五申，我们都看到了，头几年还兴奋过几次，可是上面光打雷，下面却从来没下过雨，这么些年来，基层的情况什么都没变。

我访问过很多人，关于最近国务院提出五年内逐步完成“农村免费教育”问题，他们说：到了下面就变调了，别说增加教育经费了，师资、校舍哪样改变了？县里乡里政府都在忙自己的工资奖金，反正现在不用做什么，等吧，等五年再说DD我想，那时候又能怎样呢？到时再订另一个“五年规划”？
